Col. Elkin Receives First Star

Colonel Dave Elkin received his commission this date as a Brigadier General, the formal announcement being made in the Parade Ground and Mess Tent of the Union Army HQ Forum, http://www.acwgc-usa.org/forums/viewtopic.php?f=3&t=129. His commission document is also displayed here.
