Colonel Ray Matthews has been directed this date to assume the command of the Third(1st) Cavalry Divison, XV Corps, relinquishing his former command as 3/2/XVI. This assignment, recommended by myself, was made in accordance with current Union Army Standing Orders, Colonel Matthews receiving the approval of the General-in-Chief, General D. S. Walter.
Colonel Matthews has properly demonstrated himself as cogizant of the role of an AotT Division Commander and has expressed his willingness to assume the duties now incumbent upon him. I have the utmost confidence in him and cordially wish him well.
