The following Union Army Circular has been received and is now being promulgated throughout all commands.

Union Army Staff Circular No. 4
1) Limited Terms of Command
2) Promotion to the General Officer Ranks
Gentlemen,
1) Henceforth all appointments to Union Army command staff positions (Theater Commanders, Army Commanders, Superintendent of the Union Military Academy, Commandant of the War College, Union Army Chief of Staff) will be for a limited term of one year, subject to renewal by mutual consent. Non-renewal by either side shall not be considered prejudicial to the reputation of the officer in question. The expiration date of the term for each position shall be noted on the OOB page at Union Army HQ.
This limitation will be retroactively applied to appointments made since January 1st, 2010, i.e. the officers in question will serve for one year from their appointment date. Officers who have already held a command staff position before January 1st, 2010, will serve until December 31st, 2010.
2) Henceforth, officers shall not be recommended for promotion to a general officer rank before they have served minimum six months on the commensurate command or staff position. Promotion will be in recognition of past service, not in anticipation of future service.
The Union Army Standing Orders have been updated to reflect these changes.
