As recommended by Joe Meyer, I'm playing the Barlow's Knob scenario.
Here is the scenario selection screen:
"The criteria for success in this instruction is to record at least 2 Draws and 1 Minor Victory result for the Union side." (Joe Meyer forum post)

The CSA starts first, so at my first turn, I've lost some men. Not only that, but von Gilsa's brigade has routed or is disrupted. Ack!
Here is the ending Victory screen:
As you can see, I earned a draw. However, the issue was in doubt. The CSA captured the hill and the guns on the fourth turn, so every rifle fired at the CSA unit and an unfired (?) regiment melee'd the hill for the win on my last turn.

Game Two.
This time, no one ran (at first).
Here is the starting victory dialog:
This time, I tried to concentrate my forces tighter around the hill. It also helped that I essentially had another brigade (von Gilsa didn't run at start - they waited until turn three).
Here is the turn 5 map (start of turn):
Huzzah! It's a Rebel Minor Defeat! I'm not certain how to get a Union Minor Victory. Maybe if I advance immediately on the CSA guns and get really lucky... Hmm, come to think of it, that won't get me a victory either.

Here is the 3rd game end game victory dialog:
Huzzah! Another Rebel Minor Defeat. Joe Meyer confirmed that a Rebel Minor Victory counts as a Union Minor Victory, so I have two Union Minor Victories and one draw, which qualifies as successful completion of this exercise.
Other than not routing before your turn, occupying the three hexes in front of the artillery seemed to be key to this scenario. Keeping the Union units tight and in command seems to help. Also, killing the enemy leaders seems to be a plus. Note that in two enemy stacks, ceteris paribus, if one stack contains a leader, that's the stack at which I fire.
I think soldiers of any army like shooting at generals probably more than shooting at cavalry...

I think that Jay meant to say that a Rebel Minor Defeat qualifies as a Union Minor Victory.
