I have this date, within the Parade Ground & Mess Tent of the Union Army HQ Forum, made official announcement of the promotion of Major General Philip Roubaud to his full generalcy, this action taken after his successful direction of the AotP for a period of six months and in recognition of his voluntary contributions to the good order and welfare of that command.
