GENERAL NOTE The duties proscribed herein, while meant to be as comprehensive and inclusive as possible, are subject to the capacities of the officers appointed, who, while having been properly vetted and committed, must, of necessity, continually discharge them in a purely voluntary manner. Superior officers must always remain cognizant of this fact in matters of performance assessment.
